    Eng. John Mtuta Mruttu is the current Governor of Taita Taveta County since 2013.

    Between March 2010 and December 2012, Eng. Muruttu was the general Manager/COO at Kenya Petroleum Refineries Limited. He was Responsible for running the refinery. He was also responsible for the coordination of the feasibility study for the refinery expansion project.

    Between January 2006 and March 2010 he was the General Manager/CEO at Kenya Petroleum Refineries Ltd. He was handling over 220 direct employees supplemented by 400 contract personnel.

    KPRL is a capital intensive firm with assets in excess of KSh 5 billion and an annual turnover of Ksh2 billion. As a General Manager, he was responsible to the Board of Directors for the preparation of the annual business plan which includes both the capital and operating expenditure proposals.

    From Dec-2003 to Dec 2005, he was the Manufacturing and Deputy General Manager – KPRL. He was responsible for maintenance, production, crude oil scheduling, receipt, and delivery of finished products and interfacing with refinery customers as well as Ministry of Energy.

    The divisional strength included 4 Departmental heads, 4 graduates and 8 supervisors. The annual budget is Ksh 800-1000 Million.

    From Aug-2000 to Nov 2003 he was the Chief Engineer – KPRL. He was responsible for all engineering activities in the refinery and reported to the General Manager.

    The divisional strength included 5 managers, 9 engineers and approximately 40 Supervisors and Technicians.

    In addition the function oversees approximately 300-700 contractor personnel and has an annual budget of Ksh 600-900 Million annually.

    Eng. John Murutu was floored in the party nominations early in May 2017 and as such he will be vying as an independent candidate.

    He will be facing the following: Dan Manzo (Jubilee), Granton Samboja (Wiper), Jacinta Mwatela (ANC), Emmanuel Kisombe (Independent) and Erastus Katani (Independent).

    As Governor, John Mruttu has pledged to develop a policy on sustainable water, to develop education policies on pre-primary education, village polytechnics, homecraft centres and childcare facilities, tertiary institutions and universities, to establish broadband through fiber optic cables for schools and businesses, to support the national government in finalizing a standard gauge railway, to negotiate with neighbouring counties to develop water harvesting techniques, to improve, re-engineer and re-design Mombasa road, to negotiate for equitable revenue allocation, to ensure that boundaries are clear and indisputable, to see to it that devolution is fully implemented and to be in the forefront in constitution implementation, legislation and reforms.

    • THOMAS LUBINDI MWADEGHU

    Thomas Ludindi Mwadeghu is a Kenyan politician. He belongs to the Orange Democratic Movement and was elected to represent the Wundanyi Constituency in the National Assembly of Kenya since the Kenyan parliamentary election in 2007.

      Elected MP for Voi Constituency (2007-2013). Served as minister of Tourism industry.

      Initially he served as an assistant Minister of Livestock Development. Elected senator on an ODM party ticket.

      He is the current Senator for Taita Taveta County.

        He recently resigned as the Coast Water Services Board to vie for the seat

        Mr Samboja, enjoys support from youth and women because of projects he has initiated to support the youth and women.

        He decamped to Wiper from Jubilee after alleged fallout with Taveta MP Naomi Shaban and Kenya Ports Authority Board chairperson, Marsden Madoka who prefers Mr Mwazo over him.

          She is a former Central Bank of Kenya deputy governor. Mwatela is eyeing Taita Taveta county gubernatorial race and is looking forward to replace the incumbent governor John Murutu after she came second in the last general polls.

          In 2013, John Mtuta Muruttu (ODM) got 34,290 votes while Mrs. Jacinta Mwatela (Wiper) had 32,890 votes, a margin of about 2,000 votes.

          Mrs Mwatela who quit government in 2008 after turning down a controversial appointment as a Permanent Secretary before her contract was over.

          She had wanted to understand reasons for her transfer from CBK, coming before the end of her contract in 2009.  With the reasons not coming, she opted to quit government.

          After completing her primary school education at Njawuli Primary School in Mghange, she joined Bura Girls High School for her O levels before joining Loreto Limuru High School for her form Five and Six.

          The alumni of University of Nairobi who graduated with a Bachelors degree in Commerce would eventually rise to the helm of CBK.

          During her tenure at the bank, Mrs Mwatela was known as a straight forward worker and never tolerated corruption.

            Mr. Emmanuel Kisombe was the Permanent Secretary for Immigration & Registration of Persons. He was also the immediate Principal Administrative Secretary (PAS) Cabinet Office (CO) in the Office of the President (OOP).

            He holds a Bachelor of Commerce (B.Com.) Accounting option from the University of Nairobi. He has also taken Induction Course, Advanced Public Administration, Population Management Course and Computer Statistical Applications from the Kenya Institute of Administration (KIA).

            Kisombe has studied a Senior Administrative Officer Course at the British Council, Strategic Management of Development Programmes, ACPAC in Sydney Australia and attended a Seminar on Government and Civil Service System at the National Personnel Authority, JICA, in Tokyo, Japan.He has been an Assistant Secretary (AS) III and II, at the Inspectorate of Statutory Boards, served as an AS II in the Task Force on Divestiture of Government Investments and AS I for Provincial Administration in the OOP.

            Kisombe has also worked as an AS I (Secretary probe Committee on Nyandarua Progressive Agency in Nakuru), Provincial Administration in OOP; Senior AS, Provincial Administration in the OOP, Senior AS for Famine Relief Co-ordination Secretariat in the CO and Under Secretary for Famine Relief Co-ordination Secretariat in the Cabinet Office.

            He has worked at the Department of Relief and Rehabilitation, Speeches/Press Unit in the CO, as Deputy Secretary in the CO, Deputy Secretary and Senior Deputy Secretary in the Cabinet Secretariat at State House.

            Mr. Kisombe was born on 11th April 1955. He has rendered distinguished public service spanning twenty eight (28) years having joined the Civil Service in September 1979 as an Assistant Secretary. He rose through the ranks to become Principal Administrative Secretary in the Office of the President in 2004 and was subsequently appointed Permanent Secretary for Immigration and Registration of Persons on 7th December 2005.

            Throughout his career, Mr. Kisombe has been consistent in his commitment, dedication and devotion to duty and has been instrumental in inducing best management practices and style in the Civil Service. He is awarded the Chief of the Order of the Burning Spear (CBS) in recognition of his devotion and commitment to service.
